Development cooperation

Germany's development cooperation with India is a major component of German foreign policy and an important element of the two countries' bilateral relations. Despite economic advances and the successful fight against hunger and endemic disease, India faces problems with severe disparities between rich and poor, urban and rural areas and the resulting inadequate access to health care or education for large parts of the population. These deficits are a permanent impediment to development targets at the desired rate throughout the country. So there are still numerous intervention points for specific cooperation to improve people's living standards.

In its efforts to make its development cooperation efficient and give it a clearer profile, the German government has agreed with the Indian government on the following priorities:

Environment, conservation of natural resources
Energy
Health
Economic reform (financial and private sectors)

Indo-German cooperation is conceived as a multisectoral approach aimed at poverty alleviation, the goal being to curb poverty by 50% by 2015.

Germany's development cooperation measures are carried out by the Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (GTZ) and the Kreditanstalt für Wiederaufbau (KfW Group) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) in coordination with the Federal Foreign Office. GTZ concentrates on Technical Cooperation (advisory services) and KfW on Financial Cooperation (investment projects). Because development cooperation with India cannot be divorced from economic and political developments in the country, many projects are carried out in close cooperation with business associations (chambers of commerce) and self-help organizations of small and medium-sized business.

On the political front, the German government is open to initiatives for developing regional, cross-border cooperation with neighbouring countries, catering also for the experience of other developing nations, in a South-South cooperative effort. Development policy dialogue at government level takes place in the annual intergovernmental negotiations.
