Economic relations

German-Philippine economic relations are developing well. Trade improved particularly in 2003. It rose by 1.8% only but this was solely due to German exports (EUR 938 million; +13.5%), while Philippine exports to Germany declined slightly. The main German export goods were again machinery, recording a sharp rise (+ 12.3%), and aircraft, increasing by a powerful 154.8%. Other major export items are pharmaceutical and chemical products and preproducts. The main reason for the decline in Philippine exports to Germany lies in the electronics/office machinery segment (-20.4%) that makes up more than a third of all Philippine exports. Foodstuffs also fell back slightly.

As in past years, German firms have made substantial replacement and extension investments in their Philippine operations. Germans have, however, been reticent with new investments, but in January 2004 the cornerstone for the construction of a 200 MW coal power station was laid by a German investor in Mindanao.

The Philippines is a priority country of German development aid in Asia. So far, Germany has granted over EUR 548.8 million for Financial Cooperation (FC) and EUR 249.5 million for Technical Cooperation (TC), with a further EUR 91 million pledged but not yet disbursed. New commitments for 2003/2004 amount to EUR 15.5 million plus EUR 52.53 million in reallocated funds for FC and EUR 1,136 million for TC. In addition, significant development assistance contributions are made by Germany through multilateral institutions (approx. EUR 15 million a year) as well as by private German sponsors, churches and political foundations.
