Germany is Georgia's second-largest provider of bilateral development aid after the United States. Over the last ten years, it has committed approx. EUR 250 million besides its contribution to multilateral donor institutions (EU, EBRD, IMF, World Bank and United Nations specialized agencies). Also under the Caucasus Initiative, bilateral cooperation focuses on energy, the promotion of democracy and civil society and the transition to a market economy. Major joint projects include legal advice, the introduction of a land register and the foundation of what is now third-largest bank in the country, the Procreditbank, which provides services mainly to poorer sections of the population and small and medium-sized enterprises.

Georgia sees for itself a growing role as a partner in supplying energy to Europe. Thanks to its geostrategic location, it could, in future, become an important transit supplier of raw materials, especially natural gas and petroleum from Central Asia. One gas and two oil pipelines from the Caspian Sea area cross Georgia on their way to the Black Sea and the Mediterranean (via Turkey).

Cultural relations

Georgia and Germany also have close cultural ties. Georgian students study in Germany and German is the second foreign language after Russian at some Georgian schools. The town twinning arrangement between Tbilisi and Saarbrücken (the first with a city in the former USSR) built a bridge between artists and scholars in both countries in the 1970s and today covers nearly all areas of public life. At the traditional Tbilisi town festival, 'Tbilisoba', the 30th anniversary of partnership was celebrated in 2005 with a high-ranking delegation from the Saar. Another town twinning arrangement, in existence since 1987, is that between Telavi in eastern Georgia and Biberach (Riß).

Among the most active cultural societies devoted to fostering relations between the two countries are in Germany: the Berlin Georgian Society and the Brandenburg-Georgian Society; and in Georgia: the Georgian-German Society in Tbilisi and the Georgian-German Centre in Kutaissi.
