Development cooperation

Bhutan is not a priority country of Germany's development cooperation. The last commitment for Technical Cooperation measures amounting to EUR 5.5 million dates back to 1999. Development assistance is due to expire at the end of 2005. New commitments are not planned at present. No Financial Cooperation measures are currently underway in Bhutan.

Technical Cooperation currently comprises two projects. Two experts from the Gesellschaft für Technische Zusammenarbeit (GTZ) are in the country for a forestry management project and to provide advisory services to the National Technical Training Authority. A doctor is working as an integrated expert in Bhutan on behalf of the Centrum für Internationale Migration und Entwicklung (CIM).

Bhutan has been taking advantage of basic and further training offered in Germany for many years now and is generally interested in developing economic cooperation. NGOs have their own contacts with agencies and groups in Bhutan and organize their own programmes.

Beyond bilateral cooperation, Germany has made financial contributions to measures carried out by international financial institutions such as the World Bank or the Asian Development Bank, as well as the European Union. The latter has earmarked a total budget of EUR 15 million for Bhutan until 2006.

Cultural exchange

In cultural cooperation, both the Propstei Johannesberg and the Advice Centre for Crafts and the Preservation of Historic Monuments in Fulda have been using cultural conservation funds to repair and renovate four religious centres dating from the 16th and 17th centuries (Wangditse Lhakhang in Thimphu District, Jaba Lhakhang and Drakten Lhakhang in Paro District and Lingshi Dzong in Thimphu District) since mid-1998. Assistance is also ongoing in 2005.

In the 2003/2004 winter semester, the first Bhutanese holder of a German Academic Exchange Service scholarship began work on his doctorate in Germany (University of Bonn) under the scholarship programme for applicants from developing countries.

Under the programme to promote sports as part of the Federal Foreign Office’s cultural policy, regular donations of sports equipment are made to Bhutanese schools, associations and the Bhutanese Olympic Committee. In 2004, a seminar was held by a German short-term expert in athletics.
