Public opinion in Niger holds Germany in high esteem. Germany's development cooperation with the country is considered to be motivated by a genuine intention to help, in contrast to some other donors. News of the closure of the German Embassy in Niamey in November 1999 was received with great regret, but in early December 2001 it was announced that a mission would be reopened in the summer of 2002.

The fear that Germany might withdraw its development cooperation in the wake of the Embassy's closure had already been allayed by the success of intergovernmental negotiations held in September 2000. A total of approximately EUR 33.2 million (new commitments and reprogrammed funds) was approved for the period up to 2002. A new course was charted for future cooperation at the intergovernmental consultations held in Niamey on 7/8 March 2002. In December 2002, another EUR 22 million was committed at the intergovernmental negotiations for 2002-2004 and the groundwork laid for programmatic rural poverty alleviation, an approach where all German development instruments are merged into one programme with several components. At the intergovernmental negotiations in October 2004, again held in Niamey after a lengthy interval, the initial steps in the new programme begun in September 2003/January 2004 were jointly discussed and assessed. In December 2004, a further EUR 6 million was pledged to the government of Niger for basic education.

The main bilateral accords concluded between Germany and the Niger are an agreement on investment promotion of 29 October 1964 and an agreement on Technical Cooperation dated 18 June 1977.

More than 40 experts and development aid workers are involved in German development cooperation with the Niger. A friendship association between Germany and Niger provides a platform in Germany for development aid workers and experts who have gained experience in working in Niger.
